Role Summary
The C&PD will head up Hargreaves Industrial Services Division in Asia – operating within the power industry within Hong Kong and Malaysia providing operational, technical and strategic leadership in driving the business towards achieving its future goals. The role will lead on strategic contract management and project optimisation initiatives focusing initially on the implementation of the NEC4 Term Service contract (NEC4TSC). This role involves working closely with key clients such as China Light and Power (CLP), Hong Kong Electric and wider industrial services facilities driving scalable growth through a robust 5-year plan including reshaping the business to meet our “Partner for the future” aspirations.
The ideal candidate will be responsible for enhancing and mentoring the established project team (c250) and operational capacity, optimising contract performance, and aligning project execution with the future strategic needs of the organization and its partners.
Key Responsibilities
Strategic Project Leadership:
- Lead the strategic planning and execution of major projects within the E&M sector, ensuring alignment with organizational goals.
- Oversee the development, execution, and monitoring of the NEC4 TSC in the Power Generation sector to ensure compliance, performance optimization, and continuous improvement working in partnership with our key clients.
Client and Stakeholder Management:
- Manage relationships with key clients, particularly China Light and Power (CLP), ensuring strong collaboration, effective communication, and delivery of high- quality services.
- Serve as the primary point of contact between the project teams, clients, and contractors, ensuring stakeholder expectations are met and exceeded.
- Facilitate contract negotiations, dispute resolutions, and align client needs with organizational goals.
NEC4 Term Service Contract (NEC4 TSC) Optimisation:
- Lead the implementation and optimization of the NEC4 TSC, focusing on efficiency, risk mitigation, and value creation.
- Ensure adherence to contractual obligations, identify areas for improvement, and drive cost savings and operational efficiencies.
- Provide training, support, and guidance to project teams to ensure full understanding and successful application of the NEC4 TSC framework.
Project Team Development and Mentorship:
- Oversee the development and mentoring of project teams, with a focus on enhancing skills in contract management, negotiation, and project delivery.
- Build strong, capable teams by identifying skill gaps and implementing training programs to improve overall performance.
- Create a culture of accountability, transparency, and continuous improvement across all teams utilising and developing systems and back-office functions within Malaysia and through the digital team.
Implementation of the 5-year Plan:
- Lead the execution of the organisation’s 5-year plan, focusing on scalability, capacity optimization, and alignment with future industry needs including enhancing offering beyond CLP whilst building a scalable, robust and
- Drive the development and adoption of new technologies and methodologies to enhance project delivery and ensure long-term sustainability.
- Monitor progress towards long-term goals and adjust ensure the organisation remains agile and responsive to changing market demands.
Drive Future Partnership Strategy:
- Collaborate with senior leadership to shape and drive the organisation’s partnership strategy, ensuring alignment with customer needs and industry trends.
- Identify and cultivate strategic partnerships that support the company’s growth objectives, particularly within the Hong Kong and Greater China power sectors.
- Facilitate knowledge sharing and collaboration between partners, clients, and internal teams to ensure seamless project execution and success.
Qualifications & Experience
Education:
Bachelor’s degree in Engineering / Project Management, or related field.
Experience:
- 8+ years of experience in contract/project management within the power or energy industry, preferably with experience in the Hong Kong or Greater China region.
- Proven experience managing NEC4 contracts, with a focus on strategic leadership, client management, and project delivery.
- Strong understanding of the power sector’s operational and regulatory environment, including working with major clients like China Light and Power (CLP).
Skills & Competencies:

- Excellent negotiation, communication, and interpersonal skills, with a focus on client relationship management.
- In-depth knowledge of NEC4 TSC, project optimisation, and scalability.

- Successful delivery of NEC4 TCS contract requirements within budget and on schedule.
- Client satisfaction and retention, particularly with major partners like CLP.

This role is a senior leadership position and ideal for a seasoned Project& Contracts Director with extensive experience in the power industry, strong NEC4 TSC knowledge, and a passion for strategic leadership and team development.
